The state construction stormwater permit does not reach an ordinary residential patio. The Department of Environmental Conservation states that before commencing construction the owner or operator of construction activities that will involve soil disturbance of one or more acres must obtain coverage under the State Pollutant Discharge Elimination System General Permit for Stormwater Discharges from Construction Activity, and that the current permit, GP-0-25-001, became effective on January 29 2025 and expires on January 28 2030. The lower 5,000 and 20,000 square foot thresholds in the permit apply to New York City watersheds and the city's municipal boundaries, not to Onondaga County.

Because the masonry threshold is 40 degrees Fahrenheit rather than freezing, the relevant window at Syracuse is shorter than the freeze-free season. The same normals give a median last spring date of May 8 and a median first fall date of October 5 for a minimum temperature at or below 36 degrees Fahrenheit, a season of 149 days between them.
